Road test pass rates in British Columbia
In British Columbia, ICBC runs road tests at its driver licensing offices and, in smaller towns, through driver licensing agents. In 2025, 307,017 car road tests were taken and 49.3% were passed. The figures come from ICBC's open data and cover passenger car tests only.
No second road test from October 19, 2026

Road test pass rates in British Columbia, 2021 to 2025
The Class 7 road test, the one that gets a learner their N, passed at 48.5% in 2025, against 48.8% in 2021. The Class 5 road test passed at 50.1%, against 55.9% in 2021.

58 offices ran at least 200 car road tests in 2025. Of the 23 offices with at least 1,000 Class 7 tests, Courtenay had the highest Class 7 pass rate at 61.0% and Cranbrook the lowest at 39.0%. In smaller towns road tests are run by driver licensing agents rather than ICBC offices; the table lists them by town.

In 2025, 48.5% of Class 7 road tests and 50.1% of Class 5 road tests were passed. Across both, 151,497 of 307,017 car road tests were passed (49.3%).
Which BC office has the highest Class 7 pass rate?
Among offices with at least 1,000 Class 7 tests in 2025, Courtenay had the highest pass rate (61.0%) and Cranbrook the lowest (39.0%). A higher rate does not make an office easier: who takes the test there, and how ready they are, differs from town to town.
What is the difference between the Class 7 and Class 5 road test?
The Class 7 road test takes a learner (Class 7L) to a novice licence, the N. The Class 5 road test took a novice driver to a full licence, and is also taken by some experienced drivers who move to BC. From October 19, 2026, novice drivers with a clean record no longer take a second road test; ICBC assesses their driving record instead.
